Yokogawa Supports Cosmo Eco Power Wind Project with Control and Energy Storage Solution

Yokogawa Electric Corporation has announced that its subsidiary, Yokogawa Solution Service Corporation, has secured a contract from Cosmo Eco Power to provide a comprehensive control and energy storage solution for the Shimamaki–Kuromatsunai Wind Farm located in Hokkaido. The project will incorporate an advanced power plant controller together with a large-scale battery storage system to support stable wind power generation.
Addressing Grid Stability Challenges in Northern Japan
The rapid expansion of renewable energy across Hokkaido has created new challenges for maintaining grid stability. As wind and solar installations continue to increase, fluctuations in power generation can impact the frequency balance of the regional grid.
To ensure safe grid operation, Japan has implemented some of the world’s strictest grid connection standards for renewable projects. These regulations require wind power plants to integrate control technologies and energy storage systems capable of smoothing output fluctuations and regulating generation levels.
In response to these requirements, Cosmo Eco Power is constructing the Shimamaki–Kuromatsunai Wind Farm with a total planned capacity of 94.6 MW. The facility is scheduled to begin commercial operation in 2029, providing a significant supply of clean electricity to the region.
Integrated Wind Power Management and Energy Storage
For this project, Yokogawa Solution Service will deliver a sophisticated Power Plant Controller (PPC) developed by BaxEnergy, a company within the Yokogawa Group. The controller will coordinate and optimize wind turbine output, enabling precise control of generation while maintaining grid compliance.
To complement the control platform, the project will also deploy large-scale battery storage using the Tesla Megapack solution. This high-capacity energy storage system will absorb fluctuations in wind generation and release power when needed, helping to stabilize the grid and improve overall plant efficiency.
By combining advanced control technology with high-performance energy storage, the wind farm is expected to achieve improved reliability and optimized renewable energy utilization.
Supporting the Transition to a Low-Carbon Energy System
According to Koji Nakaoka, Executive Vice President at Yokogawa Electric Corporation, the integration of BaxEnergy’s power plant controller will significantly enhance the operational performance of the wind facility. The company also expects the solution to serve as a reference model for other renewable projects that incorporate battery storage technologies.
This project represents an important step in expanding Yokogawa’s renewable energy solutions in Japan and supporting the global transition toward a decarbonized energy system.
